Why do I get the feeling that this extends to a much larger issue than it seems? Do the terms 5G and Measure M money have implications in this (I think they do). I think the staff report could do a much better job of identifying the future costs and programs that will likely result (or are already on the drawing board), in respect to this "benign" authorization.
