    Way too many issues in one agenda item which will fundamentally change our parking meter management operations. Overall I'm in favor of any meter upgrades/policies that will collect more money. I think you need to address usage/retention of collected license plate data. Am against mid-year appropriations (our "finalized" formal budget process seems to be just a first draft). Interesting that "4G will be around for quite a while" since this is contrary to what the PPIC was told a while back.
