    Question too simplistic--need a full construction issues discussion. For Saturday--need to consider area of town, type of work. Define if mitigable problem: parking? noise? enforcement availability? I prefer homes to be built faster: Other Cities 10-16 mos.; M.B. 3+ yrs--why? Tighten up on permit excuses (see attached). Believe contractors are using allowed long period to ride appreciating prop'ty while profitably scheduling crews among various projects. Or, compensate neighbors if over 2 years.

    Rules that worked when most houses were being built by owner-residents (not spec-developers running business operations) and without basements (more equipment/cement/noise/time) are now inadequate to protect the quality of life for residents. A neighborhood can accommodate Saturday construction on a single project expected to end in 12 months, but the noise and congestion from an endless stream of 3 or more projects, each taking at least 18 months to complete, is too much. We need relief!

    In Manhattan Beach, right now on Zillow.com there are 159 homes FOR RENT and 92 homes FOR SALE (I’ve tracked this for over a year and there are now always more for rent than for sale). What I see is a City where our charming neighborhoods are now being taken over by LLCs, be it developers or landlords. We all know that LLCs first make business decisions, not necessarily in the interest of maintaining a great community. Our leaders at City Hall need to protect the rights of residents over LLCs.

    Construction is disruptive, so it is imperative that projects be completed quickly. Removing 52 days per year increases the length of projects by 52 days or likely 100 or more, due to how discontinuous tasks get pushed farther out. So eliminating Saturdays will have an effect opposite of the one intended. The goal of less disruption to neighborhoods can be achieved with effective actions such as limiting the length of the project, e.g. penalties for projects that extend past 18 months.

    Banning construction on Sat will cause prices of newer homes to go up. Older homes valued in land will go down and leave less money to families who have lived here forever. Most people are not home on Sat. This ban would hurt the city, community, & buyers/sellers while very few are inconvenienced. Construction won't stop, it will just get more expensive. Please do not ban sat construction for many more reasons than the alternative.

    Construction has gone crazy in MB!! City should be renamed Manhattan Construction Zone. Six days a week from 7.30am to 6pm there are contractor trucks rumbling all day long and parking has disappeared. The City has lost sight of its residents and appears to be in the pocket of contractors. Every street between Marine and Rosecrans in the so called sand section has multiple ongoing construction.Please stop this on Saturdays and limit daily from 9 to 5 like Beverly Hills !!

    NO SATURDAY CONSTRUCTION! This is a quality of life issue. Sand section residents on 30’ lots suffer 6 days a week with pounding 3’ from our windows. Contractors will complain eliminating Sat. will add to the duration of a project. Untrue. Most only work until 4pm, leaving 10 hrs a week unworked. The survey of other cities: Beverly Hills doesn’t allow it (compares to MB price per sqft) and 50% have more restrictive hours. Please allow us to enjoy life in MB at least 2 days a week.

    I am opposed to eliminating Saturday construction hours. The city and state have already ratcheted up the cost of building with all manor of new energy-related requirements, plus plan check is frustratingly long. Don't penalize builders, including owner builders, by delaying completion even further. As someone who had his own home custom-built, I can attest to importance of Saturdays in the building process. Maybe make it 9-5 rather than 9-6. Mike Michalski, Tree Section resident, 28 years.
