E. PUBLIC COMMENTS (3 MINUTES PER PERSON) Speakers may provide public comments on any matter that is within the subject matter jurisdiction of the City Council, including items on the agenda. The Mayor may determine whether an item is within the subject matter jurisdiction of the City Council. While all comments are welcome, the Brown Act does not allow City Council to take action on any item not on the agenda, unless authorized pursuant to Government Code Section 54954.2(b). Pursuant to Governor Newsom's Executive Orders No. N-25-20 and No. N-29-20, City Council Chambers is not open to the public.     Thank You for your contributions to our community and especially for your time guiding us through these past four months. I support both the requests by council member Napolitano to discuss Chief Abell's recommendations for responsible policing and use of force reforms as well as the request by council member Stern for a community forum on policing and appropriate reforms. You and Chief Abell are the right people, at the right time, to begin to end the systemic racism we all too easily accept.
