Conversion of residential properties to commercial/mixed use should be extremely limited, if at all. In this case, the lack of parking requirement should itself be determinative - the residential structure itself would not be permissible today without parking!
It is a commercial zone, but if the idea is to EXPAND commercial use - by 1” - there certainly should be no compromise on the commercial requirements. A residential rental can provide desired income from the property. - Neil Leventhal
