It is again obvious that the city's allowing below market rents for the Farmers Market--an unrelated business in respect to the downtown merchants' organization. This is what allows the DBBPA to fund their lobbyist, or for the city to subsidize the downtown businesses otherwise. There's politics involved here. And, again, the "budget" presentation is a pretty weak "budget presentation," particularly for a business organization.
