Staff report should say what fund pays for these, and who is ultimately paying for the bins. If it is through the "City Recovery Fee," this would be, to me, subsidizing the Downtown businesses. Not that such is "wrong," but no one is comprehensively capturing these subsidies for transparency and accountability.
