This is an incorrect statement: "General Fund support to the Stormwater Fund and Street Lighting Fund will continue unless a Proposition 218 assessment vote can be passed to fund operations going forward." There are myriad ways that the City could control GF going to the stormwater fund (not that it is wrong for GF monies to go to such funds, and many cities don't have such separate funds). Note that the dedicated fee going to storm water is just for storm drain funding, not everything tangentially related to storm water. One way would be to use ARPA funds; another to remove expenditures from the fund that were later put there for convenience (i.e., streetsweeping). Should have gone for a 2018 vote, though, years ago for Lighting (which has an easier path than a storm drain increase). Speak to us plainly; we can handle it.
