Consideration of a Resolution Approving a Comprehensive Citywide Salary Schedule for all City Positions and Adjustments to Salary Ranges (Human Resources Director Jenkins).

Disagree with a new classification of Field Operations Supervisor, and the existing Maintenance Manager be retitled to Field Operations Manager. There are no metrics to support an expectation or accountability measures that accompany this change. This seems to be part of the pre-budget annual "step and grade" dance, where there is no apparent justification or later benefit evidenced for the classification change. Just bureaucratic maneuvering. Nor should this be on Consent. Frankly, I think these requests should be folded into a broader discussion during the budget process of evaluating needs and wants--but the way you folks have allowed this process to evolve, our budget is pretty much set by mid-March. The final budget is sort of like the U.S. government having to raise the debt ceiling to pay for what they have already approved.
