Consideration of Resolutions Approving Engineering Design Professional Services Agreement with SWA Group for the Polliwog Park Lower Playground Replacement Project for $59,129; Approving Amendment No. 1 to the Construction Management and Inspection Professional Services Agreement with Ardurra Group for $152,598; and Approving an Additional Appropriation of $350,000 from the Capital Improvements Program (CIP) Fund for the Project (Public Works Director Lee).
A) ADOPT RESOLUTION NOS. 22-0170 AND 22-0171
B) APPROPRIATE FUNDS
A project initially budgeted for $1 million, now is at $2.95M. No one seems to have been held accountable (but, hey, the Finance Department is THRILLED about their GFOA 'win"). I disregard any mitigation from grants obtained to offset overruns as those grants conceptually could have been applied to other areas of need. $3M for an existing playground.
Suggested questions to ask:
* The addendum does not clearly state that the contract is time and materials (versus fixed scope, fixed price). Please confirm basic structure of the contract. Recommend that all future contracts clearly state if time and materials, fixed scope/fixed price, or incentive based.
* The added costs are based on time added. Are there any additional expense costs anticipated?
* Please share project schedule showing originally planned schedule (at time of project approval) and current plan to complete. Explain top three reasons for schedule delays. The addendum has a lot of wording - - make it simple for us to understand. What issues do you foresee to complete (i.e., give us information that gives us confidence in projected schedule and estimated cost to complete).
