    Many residents feel the Outdoor Dining Task Force should develop a Program that complements existing smalltown downtown characteristics AND mitigates a Programs potential impact on existing residential use. Please add: "evaluation of potential impacts to existing residential use" the Contractors scope of work. The first sentence of the SOW becomes: "MIG, Inc. will assist the City in developing a long-term outdoor dining and business use program that considers post-COVID-19 outdoor dining trends, evaluation of potential impacts to existing residential use, with related zoning and Local Coastal Program text amendments as well as updates to the City's General Plan for consistency."
    Although some evaluation residential concerns will be a natural part of Program development it should be explicitly stated in the Contract Document. Residents need a contractual commitment that the consultant will evaluate potential impacts to existing residential use beyond the minimum CEQA standards.
