24. 23-0434 Consideration of Insourcing Pressure Washing and Other Related Services for Maintenance of the Downtown Manhattan Beach and the North Manhattan Beach Business Improvement Districts (Public Works Director Lee).

This report references the "Storm Drain Fund". I believe we have a Stormwater Fund, and a Storm Drain Fee. I think the City should be able to differentiate between the two. Because the storm drain fee, at least when originally created, was not created to serve every aspect of stormwater--that distortion evolved over time, and lead to storm drain fees being used to even fund parking lots. Be honest with us, and speak consistently. Also, would be helpful to define the specific areas covered. For instance, the sidewalk on the west side of Ardmore from MBB to 15th is often pretty cruddy, and I would say this is part of "Downtown MB" (and, if not, we should all have a common reference).
In the presentation, please:
1) provide an explanation of scope of work that is included. I expect this could be a cut and paste from the RFQ sent out. This will help set the context for the audience.
2) discuss maintenance costs. I did not see those included in the annual cost projections.
3) discuss if City of MB currently owns the necessary pressure washer equipment. If not, what would those costs be. Also, do the trucks require any customization to carry the equipment and costs associated with that customization.
4) discuss if there is space in City of MB maintenance yard(s) for the additional trucks/equipment.
5) discuss reasoning on how service levels will be enhanced. A key reason for outsourcing is that the a contract can be written with specified service levels that can be tied to compensation. What I do like about insourcing is that Director Lee will have flexibility to redirect the team to do work outside of the defined scope to meet department/city needs.
