Consideration of a Resolution Awarding a Construction Agreement to Aneen Construction, Inc. for the Joslyn Center Crosswalk Improvement Project for $1,134,145, Including Contingency; Approving the Plans and Specifications; Re-Appropriating Funds Already Budgeted in the Amount of $523,768; Appropriating Funds in the Amount of $699,677; and Adoption of a Determination of Exemption Pursuant to Section 15301 Class 1(c) of the State CEQA Guidelines (Public Works Director Lee).

B) APPROPRIATE FUNDS
This is a terrible plan, or it is presented badly. How do you go from a $200K budget to a $1.1M budget--for a crosswalk! Do we really need all that stuff, or are you just saying "do it because we have the money." $524K from the General Fund (the annual unaccountable, non-cost-effective non-motorized program sequestration). If you can set this money aside, why do you need more storm drain funds? There's no identification of why you need those nonmotorized funds and for what part of the project. If you want us to be budget-mavens, you have to give us actionable info. I hate those RRFB beacons as visual pollution and providing a false sense of security (which often activate after the person has crossed). Why aren't you using CDBG funds for the ADA portion?--I don't think the Rowell curb improvements needs that money as soon as this project. In respect to public outreach, "mailers were sent to properties in the area of the improvements"--shouldn't that be for all of us using that space?
