In the main, I believe a city exists to provide recreational areas for its residents, and such usage should be free. Also do not like the CPI increase provision, and suggests there is a direct CPI to turf replacement cost which might not exist. In addition, should be in its own separate fund and should refrain from pounding the WIP with indirect overhead costs. The proposed accounting and fee structure severely reduces periodic oversight and accountability.
