CONSIDER ADOPTING RESOLUTION NO. 24-0104
This section of the resolution is relatively meaningless and I urge you to strike it. This is common to all revenues currently received. It appears to be placed solely so voters confuse it with similar bond issue provisions, particularly school construction bonds, where there is a dedicated ad hoc resident bond oversight committee to ensure the money is spent on specific, discrete, named projects, and that no money goes to administrative salaries. It does not speak well of a council that would want this as part of the resolution.
WHEREAS, revenue from this measure will be subject to transparency and
accountability provisions such as financial audits and public disclosure of all
spending to ensure that all funds will remain in Manhattan Beach for the local
general services on which local residents and businesses rely, and that none of
the new revenue can be taken by the Federal or State government
