Great background work for this topic! As I read through the background material, I had the following questions/thoughts:
1) how many additional parking spaces are needed (redefined and/or through valet services)? i.e., what is the goal of this planning effort? Note: if we can provide more than what Lot 3 had available this could prove that the new Lot 3 needs to have more spots. We can learn from this experience.
2) There is a cost to creating new parking spots (restriping, etc.) and valet parking. What is the financial analysis that justifies the work needed, in particular, for funding a valet service? I could not tell on the valet spreadsheet the plan for charging for the valet service and it that would break-even, lose, or be profitable for the city. I do think an occupancy rate of less than 100% needs to be accounted for. Maybe the spreadsheet says this and it simply needs to be explained.
