I do not like these "considerations" without more staff report detail. The action is "Upon City Council consensus and direction, staff will undertake efforts to research this topic, if needed, and return to the City Council at a future meeting with more information. Alternatively, City Council may provide staff direction without a third step." Often, these "consensus and discussion" items result in action. In this current situation, there could at the very least be an indication of whether the proposed change is to make it earlier or later. The open government law suggests that any agenda item be specific enough such that a resident could determine whether or not to participate or comment. The way these items are being played certainly skirts that intention. Maybe legal, but not right.
