    I understand the citywide user fee, but disagree with the manner it is deployed. In some situations, particularly those with a commercial aspect, it should be imposed at its fullest. But while you cannot impose a fee higher than the underlying cost of services, you don't have to impose it on those that are more in the service of providing basic services to your residents (like concerts in the park, or trash service). And while the staff report says these fees are for "services that are discretionary on the part of the user," some services, like trash, are not "discretionary." In the main, as these fees are imposed on direct resident-facing activities, I find them confiscatory and more with the mind to enhance City Hall revenues. In addition, I find the "full costing" methodology far too aggressive, again when this applies to direct resident services.
