I do not see any particular significance to the assertion that "the City will be able to allocate resources more effectively and reduce equipment downtime, creating a more reliable parking experience". I don't think a single driver has ever driven up to a space and said "oh good, a kiosk instead of a parking meter." As such, this is a convenience for the City, and not the residents. I see this more as an incremental prelude to sidewalk widening, which has never been approved--at least not in public. You obviously do not need the additional cost savings, as evidenced by not evaluating this expenditure against all the other expenditure needs of the City, and you also blithely did the same with the US Bank acquisition. You have so much money you don't feel you need competing-use analysis. Keep the meters, or save this for full budget review. Also, I object the the extensive use of LPRs, when our usage policy is so lacking in privacy protections.
