    I'm a Manhattan Beach resident and am writing to express my support for the proposed temporary allowance of short-term rentals outside of the Coastal Zone during the upcoming World Cup events.

    An event of this magnitude presents a unique opportunity for our community. Allowing short-term rentals in an expanded area, on a temporary basis, will help accommodate the influx of visitors, provide local homeowners with the opportunity to benefit economically from the event, and encourage tourism spending at our local businesses and restaurants. It will generate revenue for the city through the TOT taxes.

    I believe this initiative can be managed effectively to ensure it remains a positive experience for both residents and visitors.

    A focused "pilot" program where everyone is employing highest due diligence will not be analogous to what will occur when focus diminishes. I do not want this in my neighborhood. I would wish there to be maximum noncompliance penalties, and a web-accessible city map to the specific residences where short term rentals are being rented during this time. Any TOT proceeds should be kept segregated and dedicated to particular transparent and accountable activities, so non-renting residents can see where they benefited from this program.

    I oppose the introduction of a commercial use in residential neighborhoods, even on a temporary basis. Residential neighborhoods are intended for permanent housing and we expect them to be stable, tranquil and safe places to live. We didn’t choose to live next door to a hotel, even if only for a weekend or a week, with all its attendant impacts. In view of the critical shortage of housing in this State, and in this City, as exemplified by our RHNA numbers, we should not be allowing housing to be converted to temporary lodging. The argument that owners will do it anyway, whether it is allowed or not, is cynical and not a good reason to commercialize residential neighborhoods; the City should simply make it a priority to enforce the law against scofflaws. There are plenty of legitimate short-term lodging options for visitors to Los Angeles. The prospect of the City receiving enhanced TOT revenues is nothing more than selling out our neighborhoods for a quick buck.

    I support temporary short term rentals outside the coastal zone during the 2026 FIFA World Cup. I believe people will skirt the law if they are banned. I’d like to have regulations and controls in place to create safer, and community friendly experiences with short term renters. Laura Kiely, MB resident since 1994

    I am a lifetime local and local realtor and I support allowing short term rentals outside the coastal zone for FIFA as well as the Olympics. However, I do not support the lottery idea or limiting STRs during this time and having the city try to enforce that; I suspect that owners will learn how to conduct a STR during FIFA and then regardless of city ordinance for LA28 they will continue to do it, even if not allowed or number of STR restrictions are in place. This will not be an enforceable option by the city in my opinion. Let everyone or no one. With regard to specific conditions set for use of STR's, use something similar to what they do in Big Bear and enforce those issues (noise ordinance after 10pm, # of people per room/household and rules specific to an HOA)...then STRICTLY enforce that with imposing hefty fines/penalties. I'm not optimistic however; no one is enforcing leaf blower ordinances, ebikes, or other soft sell "laws", so you have your work cut out for you!

    I support a temporary short-term rental pilot during the World Cup. I’m a local South Bay resident & co-founder of Xenia Stays, a local Manhattan Beach short-term rental management company, & through my work and relationships with homeowners, I’m deeply involved in the community.
    The World Cup is a once-in-a-lifetime event that will bring extraordinary demand and spending to our city. A temporary pilot would give homeowners the opportunity to benefit in a way that coastal homeowners already experience, while keeping activity regulated and visible.
    From firsthand experience, I’ve seen that when short-term rentals are done responsibly, they can bring meaningful benefits back into the community. Homeowners reinvest in their homes, local vendors gain work, & visitors support local restaurants & shops.
    With clear rules and a defined time frame, a temporary pilot can protect neighborhood quality of life while allowing our community to thoughtfully participate in this rare global moment.

    As the founder of Orange Door Stays, a local professional management firm, I strongly support the proposal to allow short-term rentals (STRs) citywide for the 6-week World Cup window.
    With matches at SoFi Stadium, thousands of high-spending international visitors will seek local accommodations. If we do not provide a legal pathway, the city loses critical Transient Occupancy Tax (TOT) revenue to neighboring cities. Professional managers like Orange Door ensure these stays are high-quality, quiet, and respectful of our neighborhoods.
    Expanding STRs isn't just about lodging; it’s an economic engine for our community. Guests in private homes spend significantly more at our local boutiques and restaurants than those in traditional hotels elsewhere. By allowing residents to participate, we keep World Cup dollars directly in Manhattan Beach, supporting our small business owners and preserving the character of our city.
    I urge the Council to approve this temporary ordinance.
