    Bad analysis: "11% (2/18) of Manhattan Beach retailers approached were willing to sell tobacco products to minors. This rate translates into the retailer’s willingness to sell tobacco products illegally to approximately 1 in 10 youth." When I was a kid we knew who we could buy cigarettes from. So, this really reflects that one retailer could sell to 100% of those who demand it (but provides no hint of real demand). The surveyed defect rate has nothing to do with the conclusion suggested.
