Given my perceptions that this City Manager prefers highly paid consultants to perform window-dressing "resident engagement" forums with pre-arranged or intended benign results (i.e., budget/ULI/downtown/strategic plan), that you build into his evaluation a requirement that there be real engagement on real issues in the future, with pre-identified accountability to results (more than "we had a meeting"). His getting a bond issue for general facilities passed by voters would be a good indicia.
