It is interesting that our reserves are seemingly inviolate and untouchable, until they are not. Not that I disagree with this proposal, because it is great to see our reserves finally be used for our benefit. Given the recent thaw in reserve utilization, we should question the financial policy reserve orthodoxy further (in respect, of course, to funding our unfunded "amenities"). Also, seems we are spending lot in RCC-related communications lately. The RCC was supposed to be a cost-saver.
