I do not consider using State reimbursement funds to seed a trust account to help alleviate PERS rate increases that are projected for future years as a "one-time expenditure." That is merely a present expenditure of a future obligation. Council needs to (1) define what a "one-time expenditure" is (I have been asking for this for years). and (2) designate such to be for future facility construction. This would provide the highest degree of transparency, professionalism and competence.
