As long as you let Staff be the lens by which you view Open Government, and let them control the narrative without any outreach to those that actually are interested in Open Government, your efforts are going to fall woefully short. More staff/mayor time is spent trying to fool resident into thinking we have transparency. Open City Hall is nothing more than a push-poll. This multi-topic, vague agenda item is proof itself of poor engagement.
