You need a Residents Bill of Rights prior to this. It is the frustration you folks foster by allowing vague, non-responses to challenges or staff-manipulated programs and reports which turn people off the most and mutate otherwise cooperative residents into adversaries. This action is a backdoor regulation--and interestingly the penalties seems to apply only to members of the public. If you are going to adopt this, you also need a redress mechanism. Again, staff should not be drafting this.
