I am disappointed by this staff report. There is no qualitative or quantitative analysis that would allow someone to judge the significance of any anticipated change. Nor is there any discussion of trade-offs or costs. Obviously there is "strong support for high visibility patrols within the community." But at what cost or sacrifice? And what are the accountability standards that will allow us to judge any effectiveness, and the strength thereof?
