Consideration of Updating the Special Event Policy, Removing the Exclusion of Bruce's Beach, and 8th Street and Larsson Street Parkettes as Possible Locations (Parks and Recreation Director Leyman).

Hello - we live near 8th Street Parkette and understand there is discussion to allow special events there (along with Bruces Beach and Larson St). We are strongly opposed to this measure as it would create unwanted noise/trash and heavy traffic to an already crowded street which is completely residential. There is also no parking for these types of events. Please do the right thing and not allow this measure to pass.
I am writing to you to ask that Parks and Recreation NOT modify the existing policy that excludes the 8th Street & Larson Street parkettes and Bruce’s Beach park from the special events permitting process. The locations of these respective parkettes and park are in heavily residential neighborhoods. Therefore, excluding them would harm nearby homeowners and park users in the form of:
1) noise (exacerbated by amplified sound),
2) heavy traffic,
3) increase trash and littering,
4) possible street closures,
5) shortage of already limited nearby parking
6) lack of or non-existent restroom facilities
Let’s preserve the “small town” nature of our little city by the sea as much as we can. There are plenty of other areas in Manhattan Beach that are better equipped for events.
As a resident living near the 8th St Parkette, it seems obvious to me that the 8th St and Larsson St. Parkettes are wholly unsuited to organized events. They are built on residential housing sized lots, have no dedicated parking or restroom facilities and have residences surrounding the Parkettes.
Bruces Beach Park is also unsuitable for scheduled events. There are no restrooms, very limited parking and is banded by residential property. There is no reasonable rational for removing these Parkette from exemption from Special Event venues. I oppose any changes to the existing regulations.
Dear city council I find it ironic that you would consider letting lage events happen at Bruce's Beach. Since in looks like it was a large event in October 1923 that approx 1400 people that caused the city founders to eminent donain the land in the first place. We urge the City Council to continue the current policies in place for Special Events at our parks, keeping the exclusion of Bruce's Beach, 8th Street and Larsson Street Parkettes. Nothing has changed in the original reasons these parks were excluded from Special Event except the notoriety of Bruce's Beach. That park still is surrounded by homes, has no bathroom facilities or parking. We ask you to keep the current policy intact.
For all the reasons set forth in my email to the City Council, which I request be made part of the public record of this item, I urge the Council to adopt the recommendations of the Parks and Recreation Commission and allow special events at Bruce’s Beach Park same as other City parks, subject to issuance of a permit with imposition of reasonable conditions to minimize impacts to the surrounding neighborhood.
